Toeboard: what it means for the CHST

A toeboard is a low, solid barrier fixed along the bottom of an open edge, at the walking surface, to stop tools, materials and debris from being kicked or slid off onto people below. It is part of falling object protection. It does nothing to stop a person from falling, which is the job of the guardrail above it.

Close-up of a floor edge: a short vertical board at the base of a guardrail post, at least 3.5 inches tall, with a gap of no more than a quarter inch below it, and a wrench stopped against it instead of falling
The toeboard catches what rolls. The rails above catch people.

The criteria in 1926.502(j)

Explained in our own words, a toeboard used for falling object protection in construction must:

  • withstand a force of at least 50 pounds pushed down or outward anywhere along its length,
  • be at least 3.5 inches tall, measured from the top edge down to the walking or working level,
  • sit with no more than a quarter inch of clearance above the walking surface,
  • be solid, or have openings no larger than 1 inch.

Where tools, equipment or material are piled higher than the toeboard, paneling or screening goes up from the toeboard high enough to protect people below.

Emergency Preparedness, Incident Investigation, and Response

On a building under construction, what is the longest allowed travel distance from any point of the protected area to the nearest fire extinguisher?

When it is needed

Toeboards are one of several ways to meet the falling object duties in 1926.501(c): toeboards, screens or guardrail systems along the edge, a canopy over the people below, or barricading the area below and keeping people out of it. Hard hats are required where there is a danger of head impact from falling objects, but they are the last layer, not a replacement for edge protection. Scaffolds carry their own toeboard criteria in Subpart L.

Common mix-ups

  • A toeboard is not fall protection for the worker. It protects people below.
  • Height is measured from the walking surface, and 3.5 inches is the minimum, not the target.
  • A big gap under the board defeats it. Small parts roll under.
  • Material stacked above the board needs screening, not just the toeboard.
  • A guardrail system has its own height and load rules. The two are designed together but tested separately.

On the CHST exam

Falling objects sit with fall protection in the hazard and risk identification and control domain, 36.6% of the CHST. Compare it with fall arrest vs fall restraint, which protect the worker at the edge.
